Gubernatorial Criminal Pardons Tick Upward in ND

Since becoming the governor of North Dakota two years ago, Doug Burgum “has pardoned more people than his predecessor did in six years in office,” reports the Bismarck Tribune. Drug and alcohol addiction are factors that Burgum and the state’s Pardon Advisory Board often consider. Based on the advice of other governors, Burgum intends to use pardons throughout his term, not just at its end, as “a tool”: “This is a tool you can use right now to both help your economy, your society, families,” Burgum says. “Why would you wait until the end of a term to do something like this? If you can make a difference now … why wait?”
